CIRCL - Request for Proposals for Hardware and Equipment (2021-01)

The scope of the RfP is the supply and delivery of computer hardware to CIRCL within the VARIoT Project (2018-EU-IA-0100). The candidate supplier must submit an offer for a single package. The candidate supplier can select the package for which he wishes to bid. The RfP fall into the category of “MARCHÉS PUBLICS DE FAIBLE ENVERGURE”.

Package 01

  • 3 2U (rack unit) Intel-based server similar to Intel Server System M50CYP2UR312 or Dell PowerEdge-R540 (alternative offering can be done based on similar specifications)
  • The server must have redundant power-supplies Power connectors must be C13-C14 or C19-C20
  • RAM must be at least 32GB
  • CPU must be at least 4-Core 2.10 GHz with a minimum of 8MB cache
  • A GNU/Linux operating system must be able to address at least 8 to 12 disks or more of 10TB each exposed as JBOD in SATA (Just a bunch of disks). The specifications of the disks are in Package 2 (critical requirement)
  • The server must be able to handle 3.5’’ SATA disks hot-swap (critical requirement)
  • Each server must have a VGA connector
  • The server should have least 2 USB ports
  • The server should have at least two Ethernet connectors handling 1Gbit/s
  • Each server must include a rack-kit 19’’
  • Firmware must be updated to the latest version and provided with a reference including cryptographic hashes
  • Servers must support recent versions of GNU/Linux Ubuntu LTS (20.04 and 18.04) without the requirement of additional proprietary drivers

Package 02

  • 36 Hard drives such as Western Digital Gold drives
  • The drives must fit in 3,5’’ enclosures (critical requirement)
  • The drives must be able to handle SATA
  • The minimal capacity of each drive is 10TB
  • The minimum MTBF (Mean time between failures) of each disks is 2,000,000
  • The minimum AFR (Annualized failure rate) of each disk is 0.44
  • The supplier should provide the option to increase or decrease the number of disks

Bid submission

The offers are to be submitted to info@circl.lu before the 30 September 2021 12:00 CEST in ASCII or PDF format. The offer proposal must be separated per package. A bidder can submit for one or more packages. The offer must be in EURO. The offer must at least include a description of the package proposed, technical details and clearly mention Proposal for VARIoT Project 2018-EU-IA-0100.

Selection criteria

  • (1) Compliance with specifications;
  • (2) Pricing;
  • (3) Past performance of the bider;
  • (4) Maintenance cost with existing infrastructure;
