CIRCL - Request for Proposals for Hardware and Equipment (2023-02)

The scope of the RfP is the supply and delivery of computer hardware to CIRCL within the JTAN project (Action No: 2020-EU-IA-0260). The candidate supplier must submit an offer for a single package. The candidate supplier can select the package for which he wishes to bid. The RfP fall into the category of “MARCHÉS PUBLICS DE FAIBLE ENVERGURE”.

Package 01

  • 4x 1U (rack unit) Intel-based server similar to Intel M50FCP1UR204 or equivalent (alternative offering from HP or Dell can be done based on similar specifications)
  • The server must have redundant power-supplies
  • RAM must be of 256GB
  • CPU must be of at least 8-Core 3.50 GHz with a minimum of 16MB cache such as Intel Xeon-S 4214R or equivalent/compatible
  • The CPU MUST include the following features:
  • Streaming SIMD Extensions 3 (SSSE3)
  • Intel Streaming SIMD Extensions 4.2 (SSE4.2)
  • the POPCNT instruction
  • Bit Manipulation Instructions (BMI, BMI2)
  • Intel Advanced Vector Extensions 2 (Intel AVX2)
  • Storage must be composed of at least 4 SSD disks with a minimal size of 2TB per disk
  • Each server must include a rack-kit
  • Firmware must be updated to the latest version and provided with a reference including cryptographic hashes
  • Servers must support recent versions of GNU/Linux Ubuntu LTS (20.04+) without the requirement of additional proprietary drivers

Bid submission

The offers are to be submitted to info@circl.lu before the 1st April 2023 12:00 CEST in ASCII or PDF format. The offer proposal must be separated per package. A bidder can submit for one or more packages. The offer must be in EURO. The offer must at least include a description of the package proposed, technical details and clearly mention Proposal for JTAN project (Action No: 2020-EU-IA-0260).

Selection criteria

  • (1) Compliance with specifications;
  • (2) Pricing;
  • (3) Past performance of the bidder;
  • (4) Maintenance cost with existing infrastructure;
