CIRCL - Request for Proposals for Hardware and Equipment (2024-02)
The scope of the RfP is the supply and delivery of computer hardware to CIRCL within the NGSOTI project (101127921 — NGSOTI — DIGITAL-ECCC-2022-CYBER-03). The candidate supplier must submit an offer for a single package. The candidate supplier can select the package for which he wishes to bid. The RfP falls into the category of “MARCHÉS PUBLICS DE FAIBLE ENVERGURE”.
Package 01
- 2x 1U (rack unit) Intel-based server (alternative offering from HP or Dell can be done based on similar specifications)
- Each server must have redundant power-supplies
- Each server must have 512GB of RAM
- Each server must have at least 2 CPUs. Each CPU must be of at least 12-Core 3.9 GHz with a minimum of 30MB cache such as Intel Xeon Silver 4410Y or equivalent/compatible
- Each CPU MUST include the following features:
- Streaming SIMD Extensions 3 (SSSE3)
- Intel Streaming SIMD Extensions 4.2 (SSE4.2)
- the POPCNT instruction
- Bit Manipulation Instructions (BMI, BMI2)
- Intel Advanced Vector Extensions 2 (Intel AVX2)
- Each server must have a storage that must be composed of at least 4 SSD hot-swappable and NVMe disks with a minimal size of 2TB per disks
- Each server must include a rack-kit
- Each server must have at least 2 USB connectors and 1 VGA connector at the rear of each server
- Firmware must be updated to the latest version and provided with a reference including cryptographic hashes
- Servers must support recent versions of GNU/Linux Ubuntu LTS (22.04+) without the requirement of additional proprietary drivers
- Hardware maintenance of 3 years is required
- The hardware maintenance targets response time should be in 3 business days
- The hardware maintenance should encompass the capability to ship spare parts or facilitate the return of defective devices
Package 02
- 1 Supermicro server AS -4125GS-TNRT 4U Rackmount H13 GPU SuperServer or equivalent
- The server must have 2 blocks of 128GB DDR5 4800Mhz ECC RDIMM Server Memory
- The server must have 2 CPU AMD EPYC Genoa 9124 Processor 16-Core 3.00 Ghz 64MB Cache (200W)
- The server must have 2 hot swappable SATA 2.5’’ SSDs of 1TB
- The server must have 2 NVME disks of 1.9TB U.3 7450 PRO NVMEe PCIe 4.0 TLC Solid Sate Drive (1xDWPD)
- The server must have 2 NVIDIA L40S 48GB GDDR6 PCIe 4.0x16 (350W) or similar specification if not available
- The server must gave 2 10GbE RJ45 Lan ports
- The server must have VGA connector at the rear
- The server must have at least two USB connectors at the rear
- The server must include a rack-kit
- Hardware maintenance of 3 years is required
- The hardware maintenance targets response time should be in 3 business days
- The hardware maintenance should encompass the capability to replace spare parts or facilitate the return of defective devices
Bid submission
The offers are to be submitted to info@circl.lu before the 28th March 2024 12:00 CEST in ASCII or PDF format. The offer proposal must be separated
per package. A bidder can submit for one or more packages. The offer must be in EURO. The offer must at least include a description of the package proposed, technical details
and clearly mention Proposal for 101127921 — NGSOTI (2024-02) — DIGITAL-ECCC-2022-CYBER-03.
Selection criteria
- (1) Compliance with specifications;
- (2) Pricing;
- (3) Past performance of the bidder;
- (4) Maintenance cost with existing infrastructure;
